In late 2004, the Co-ordination Group "Integration" within the municipal administration finalized the first part of the new integration programme, setting down the framework and the guidelines for Nuremberg's municipal integration policy.
The "Guidelines on Integration Policy" are the basis for the integration programme. They were worked out by the Co-ordinating Group "Integration" and adopted by the City Council on 24 November, 2004. The decision took into account the results of consultation with the Integration Committee, the Foreign Citizens' Advisory Council and the Repatriates' Advisory Council, as well as discussions within the Integration Supervisory Committee and not least a hearing of migrant organisations.
In addition to the guidelines, the first part of the Integration Programme also contains a review of Nuremberg's integration policies in the past decades, a definition of target groups to be included in the programme, an analysis of changes in the political framework, as well as an extensive description of the current situation, including copious evaluation of statistical data.
The draft was presented to the Nuremberg City Council Integration Committee on 7 October 2004, and was welcomed as an important foundation for further deliberations on integration policies, both by the party groups represented in the City Council and the Foreign Citizens' and Repatriates' Advisory Councils.
